Bubble
When something "bubbles to the top" this means that it rises up to the surface of something. Example:
"The pasts bubbled up to the top and started floating once it was ready."
Bubbly
The term "bubbly" refers to two things: a specific kind of alcoholic drink such as champagne, or it can also refer to how a person might feel. Examples:
"He really loves that Czech woman, he bought her a very expensive bottle of French bubbly for her birthday" or "She feels just bubbly after winning two million Euros in the big lottery."
Bubbling Over
When something is "bubbling over" this means that bubbles are either literally rising upwards, or it means that a person is overjoyed or really happy. Examples:
"She is bubbling over with joy ever since she won those free tickets to the next Karel Gottm concert" or "That soup is bubbling over, we better turn the temperature down before we ruin it."
When something "bubbles over" such as soup, it is often common to also say that it "boils over" because it is usually heat or some sort of chemical reaction which causes this effect.
